Aims and Objectives of the Reho-DRC

1. Mobilize the people of Congo to support and work for the attainment of the vision of Reho-DRC
2. Consolidate peace, security, protection of person and prosperity and aluminates all forms of negative forces.
3. Consolidate democracy and constitutional governance in Dem.Rep of Congo
4. Consolidate national unity and patriotism.
5. Develop power from the central government to the provinces as another tier of governance provide this does not compromise the wider goal of economic and political integration
6. Defending national Sovereignty, territorial integrity and independence of Dem.Rep of Congo
7. Strengthen the capacity to eradicate corruption
8. Preserve and develop our culture
9. Consolidate programs which are responsive to gender and marginalized groups
10. Build capacity for disaster management and resettlement of displaced people
11. Develop and continuously maintain socio-economic infrastructure, amenities and ensure balanced Regional development and pursue the politic of integration
12. Implement a focused human resource development policy and capacity building in the technical and public service sector
13. Play science and technology in all aspects of development for the transformation of society
14. Undertake exploitation of natural resources for the good of the people and preserve protect and manage and the environment to ensure sustainable development
15. Build an integrated, self-sustaining and independence national economy
16. Implement a strategy of private sector led growth and export oriented production
17. Generate employment, create wealth, widen the tax base, and develop infrastructure
18. Implement a policy of social economy infrastructure development using internal long term borrowing in addition to external sources of funding
19. Pursue a policy of pan Africanism, promotion of a common African market and pursue the realization of African Union
20. Foster regional and world peace, democracy and social justice
21. cooperate with other organization in pursuing the purposes of these objectives and for the      benefits of humanity
22. Undertake any other activity or the attainment of the vision, mission and objectives of Reho-DRC.

DEMOCRACY AND GOVERNANCE

Democracy

1. Sustain the democratization process at all levels of governance
2. Support woman, youth, people with disabilities, workers and the elderly participate in policy and decision making at all levels
3. Pursue an aggressive program for job creation in various sectors of the economy ,the protection and promotion of workers rights
4. Conduct free, regular and fair elections at all times.
5. Create new and valuable administrative units according to the people's wishes.     

Constitutionalism and rule of law

6. Protect and defend the Constitution of the Dem.Rep of Congo

7. Strengthen and promote the independence in decision making of the three pillars of government

8 Consolidate and uphold the rule of law

9. Protect and defend the human rights and freedoms of the people of Dem.Rep of Congo. Enhance access to judicial services for all citizens by recruitment of more judges and other judicial officers, and provision of supportive infrastructure.

10. Facilitate the local council courts to enable them exercise their mandate is specially in settling land disputes in the villages

11. Emphasize community based policing

12. Improve the capacity, welfare including building modern barracks and professionalism of the

13. Support the civil society to participate in the development process of the country

14.  Support the cultural institution as enshrined in the constitution of the Dem.Rep of Congo

15. Ensure that Congolese have national identity cards

16. Improve the capacity, welfare and professionalism of the policy force prison services

Military and security forces

17. Developed strategies and methods maintain peace and security throughout the country

18. Improve the capacity welfare and professional development of the new FARDC

19. Maintain high professional standards by the security organizations other auxiliary forces

20. Participate in the diplomacy and peaceful resolution of conflicts internally, regionally and internationally

Rehabilitation of war and conflict ravaged areas

21. Consolidate the achievements and continue with the recovery and rehabilitation plans for the formally war ravaged and conflict areas

22. Ensure that security is maintained in North and south kivu and neighboring areas of the country

23. Facilitate resettlements and agricultural productivity in different part of the country in order to ensure alimentation security,

24. Ensure the gradual re-stocking and other socio-economic activities in all the formally war ravaged and complete ever areas.

25. Build Multipurpose water reservoirs (mini lakes) to provide water for human consumption, irrigation, farming and livestock, in the formally war ravaged and conflict areas

Decentralization

26. Continue deepening the policy of the decentralization for good governance and service delivery

27. Improve budget support the local governments

28. Encourage the regional government arrangement in those areas with Deem to cooperate

Empowering special interest groups

29. Enhance gender equity and equality

30. Vigorously enforce the law to eliminate gender based violence throughout the country

31. Enhanced programs to reduce Maternal and child mortality

32. Provide a fund for the school leavers to borrow money for their own businesses

33. Pursue sure aggressive program for job creation in various sectors of the economy to absorb youth who are ready for the job market

34. Consolidate the framework for enabling you to develop social, economy, culture and political capacities

35. Uphold the fundamental right of people with disabilities

36. Sensitize the population to appreciate people with disabilities

37. Roll out special grants for people with disabilities

38. Contract the fourth special needs education regional school

39. Roll out the economy empowerment of older persons throughout the country

Fighting corruption

41. Pursue to the police of zero tolerance to corruption

42. Strengthen the investigative and prosecution capacity of anti-corruption courts and agencies

44. Pass the proceeds of crime legislation, to empower government to confiscate the assets of the corrupt

45. The president will constitute a committee to investigate political leaders and sinew public offices implicated in corruption related scandals

Efficient and effective service delivery

46. Appoint and renew appointment of public officers based on performance contracts

47. Government programs will be monitored on Quarterly basis at sub-county and half yearly basis at central and local government’s performance retreats

48. Hold accountable public officials who falsely or negligently certify work done or services delivered contrary to the contract

49. Carry out regular financial and value for money audits for all government programs and projects delivery in the provinces

50. Put a time frame within which tenders should be evaluated and awarded
